The chart below presents a multi-variable analysis of the relationship between agricultural productivity (cereal yield per hectare) and key environmental inputs across five major food-producing regions in the 2022 growing season.

Summarise the information by selecting and reporting the main features, and make comparisons where relevant.

Part 1 · Band 9 Sample Answer

The bubble chart examines five food-producing regions during the 2022 growing season, comparing cereal yield with the proportion of land under effective irrigation. Bubble size represents mean temperature, with the precise temperature also stated for each region.

Overall, irrigation coverage and temperature broadly increased together across the five regions, but neither variable had a consistently positive relationship with cereal productivity. The River Delta achieved the highest yield, while the Highland Plateau recorded the lowest. Notably, the Irrigated Oasis had both the greatest irrigation coverage and the warmest conditions, yet its yield was only the second lowest.

At the lower end, approximately 22% of the Highland Plateau was effectively irrigated, and this region produced about 3.8 tonnes per hectare at 15°C. The Prairie Belt, with irrigation coverage of roughly 35%, recorded a substantially higher yield of 6.4 tonnes per hectare. Its mean temperature was also higher, at 18.5°C.

The Coastal Plain had around 48% of its area effectively irrigated and an average temperature of 20°C. Nevertheless, its cereal yield, at just under 6 tonnes per hectare, was below that of the less irrigated Prairie Belt. The River Delta performed best overall, producing approximately 7.1 tonnes per hectare from irrigation coverage of about 72% under a mean temperature of 22°C.

By contrast, the Irrigated Oasis combined the highest irrigation figure, at roughly 82%, with the highest temperature of 26.5°C. Despite these levels, it yielded only around 5.1 tonnes per hectare, considerably less than the River Delta and both middle-ranking regions.

Write about the following topic:

In an era of rapid climate change and technological development, some people argue that governments need to learn, experiment and respond flexibly to unexpected events. Others believe that this approach could weaken the stability, predictability and long-term planning needed for effective government and economic prosperity.

To what extent should governments combine stable, rule-based systems with flexibility and experimentation? What are the potential benefits and risks of doing so?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Part 2 · Band 9 Sample Answer

Effective government requires an apparent contradiction: citizens and businesses need rules they can rely on, yet public institutions must adapt when circumstances invalidate old assumptions. In my view, governments should combine these approaches extensively, but not equally in every domain. Constitutional rights, legal procedures and long-term fiscal commitments should remain stable, whereas policies addressing uncertain or rapidly changing problems should permit controlled experimentation.

Rule-based government creates the confidence on which collective and economic life depends. Companies are more likely to make long-term investments when taxation, contracts and licensing cannot be altered arbitrarily. Citizens likewise need assurance that access to justice or essential services will not depend on the preference of the official handling their case. Stable rules also preserve institutional memory, preventing each new administration from abandoning infrastructure or climate projects whose benefits take decades to emerge.

Flexibility nevertheless offers substantial advantages. Climate change can produce combinations of heat, drought and flooding that historical plans did not anticipate, while emerging technologies may create risks before legislators fully understand them. Governments able to revise emergency procedures, test new building standards or establish temporary regulatory programmes can learn from evidence rather than waiting for certainty. Small-scale trials are especially valuable: a city might test several methods of reducing extreme urban heat, compare their results and expand the most effective one. Experimentation can therefore reveal unintended consequences early, reduce the cost of failure and encourage useful innovation.

The danger is that flexibility becomes a respectable name for inconsistency. Frequent policy changes can deter investment, and officials may treat similar citizens differently under supposedly experimental arrangements. A failed trial can waste public money or expose participants to harm, while constant emphasis on novelty may displace proven but unexciting services. Emergency powers are particularly vulnerable to misuse because measures introduced temporarily can persist without adequate scrutiny. Experiments can also be designed around politically convenient indicators, allowing governments to claim success without addressing long-term outcomes.

These risks justify disciplined flexibility rather than resistance to change. Experiments should have a legal basis, limited scope, published objectives and independent evaluation. Sunset dates should force officials to renew, revise or end temporary measures, and affected communities should have routes to challenge unfair treatment. Successful pilots should enter the normal rule-making process instead of remaining permanent exceptions.

Governments should thus be predictable in their principles but adaptable in their methods. Stability supplies legitimacy and long-term direction; carefully governed experimentation supplies learning. Combining them in this structured way offers resilience without sacrificing the rule of law.

BAND 8

Part 2 · Band 8 Sample Answer

Governments face two different demands. People and businesses expect laws and public policies to remain stable, but climate change and new technology can create problems that existing rules were not designed to handle. I believe governments should maintain a firm rule-based foundation while using flexible, carefully supervised experiments in areas where knowledge or conditions are changing rapidly.

Stable systems provide several important benefits. Businesses can invest, employ workers and plan future projects when tax rules, contracts and regulations are reasonably predictable. Citizens also receive fairer treatment when public officials follow clear procedures rather than making decisions case by case. In addition, long-term challenges such as energy transition, transport construction and water security require policies that continue beyond a single election. Constant changes of direction can waste earlier investment and make the public less willing to trust future commitments.

However, excessive rigidity may leave governments responding to new dangers with outdated methods. A severe heatwave, for example, may require temporary changes to working hours, emergency health services or electricity management. Similarly, authorities regulating artificial intelligence may need to test different safety requirements before imposing permanent rules on an unfamiliar industry. Pilot programmes allow governments to compare approaches on a limited scale, identify practical problems and improve a policy before applying it nationally. This can make public services more effective and prevent a single large policy failure.

Flexibility also carries real risks. If regulations change too frequently, companies may delay investment because they cannot estimate future costs. Experimental policies may waste public funds, create unequal treatment between regions or expose participants to unforeseen harm. Governments might also use emergencies as an excuse to avoid normal legal checks. Finally, leaders seeking quick results may abandon successful long-term plans in favour of highly visible new projects.

The solution is to place experimentation inside stable rules. Trials should have clear goals, budgets and end dates, and their results should be published and independently reviewed. Basic rights and legal protections must continue to apply, even during emergencies. If evidence supports a new approach, it can then be introduced through the ordinary legislative process.

In conclusion, governments should be flexible about methods but stable in their fundamental duties and long-term objectives. This balance allows them to learn and respond quickly while preserving fairness, confidence and effective planning.

BAND 7

Part 2 · Band 7 Sample Answer

Modern governments must respond to climate problems and technological change, but they also need to provide stable laws and long-term plans. In my opinion, they should combine both approaches. Basic rules and public goals should remain predictable, while limited experimentation should be allowed in new or uncertain situations.

A stable system benefits both citizens and the economy. Businesses need to know the likely tax, employment and safety rules before they invest or hire workers. If these rules change constantly, companies may delay projects. Citizens also expect the law to treat similar cases equally. Furthermore, plans for public transport, clean energy or flood protection often take many years to complete. Frequent changes could leave expensive projects unfinished.

Nevertheless, flexibility can help governments solve unexpected problems. Climate change may cause a serious drought or heatwave that earlier plans did not predict, requiring rapid changes to water restrictions or health services. New technologies create similar uncertainty. Rather than immediately introducing permanent national regulations, a government could test rules in one sector or region. A small trial can show whether the policy works, reveal practical difficulties and reduce the cost of mistakes.

There are also risks. Businesses and citizens may become confused if temporary requirements are introduced too often. Different regions could receive unequal services during a trial, while unsuccessful programmes may waste public money. Governments might also describe a policy as an emergency experiment to avoid debate or normal legal controls. Meanwhile, politicians may focus on visible short-term trials and neglect plans requiring steady support over decades.

Flexibility therefore needs clear limits. Every experiment should have a specific purpose, a fixed budget and an end date. Its results should be made public and independently checked. Fundamental rights must continue to apply even when a policy is temporary. Successful trials can later become regular policies through the normal law-making process.

In conclusion, stable government and experimentation are not opposites. Governments should preserve predictable laws and long-term goals but remain flexible about how those goals are achieved. With proper controls, this approach can encourage learning without damaging fairness, trust or economic confidence.
