The chart and table below compare national investment in research and development (R&D) as a percentage of GDP, the annual output of high-impact research publications, and the number of domestic patent applications filed per million people in seven selected countries in 2022.

Summarise the information by selecting and reporting the main features, and make comparisons where relevant.

The chart and accompanying table compare seven countries in 2022 in terms of expenditure on research and development as a share of GDP, high-impact publications produced annually, and patent applications per million inhabitants.

Overall, Nova led both R&D spending and research publications, whereas Veridia recorded the greatest patent intensity. At the opposite end, Umbra ranked last on every measure. Although publication output generally fell in line with R&D expenditure, Veridia was a notable exception, combining the second-highest spending rate with only the fourth-largest publication total.

Nova devoted 5.2% of GDP to R&D and generated approximately 47,000 high-impact papers, the highest figures shown. Veridia’s expenditure was only slightly lower, at 4.9%, but its publication output stood at roughly 25,000. By comparison, Atlas invested 3.2% and produced about 39,000 publications, while Caelum, at 2.5%, generated just over 30,000. Thus, both countries published considerably more influential research than Veridia despite allocating smaller proportions of GDP.

Among the three lower-investment countries, Solara spent 1.9% and published 20,000 papers, followed by Terra at around 1.2% and 14,000, and Umbra at 0.8% and 10,000. Patent applications presented a somewhat different order. Veridia topped the table with 5,210 per million people, ahead of Nova’s 4,123. Atlas and Caelum registered 2,875 and 1,988 respectively, while the totals declined to 1,542 in Solara, 876 in Terra and just 457 in Umbra.

The graphic compares seven nations according to three measures of innovation in 2022: R&D expenditure as a proportion of GDP, annual high-impact publications and patent applications per million residents.

Overall, Nova and Veridia spent the largest shares of GDP on research, while Nova also produced the most high-impact publications. However, Veridia, rather than Nova, had the highest rate of patent applications. Umbra had the lowest result for all three indicators.

Nova invested 5.2% of GDP in R&D, marginally more than Veridia at 4.9%. The next highest figure was 3.2% in Atlas, followed by Caelum at 2.5%. Spending was below 2% in the remaining countries: 1.9% in Solara, about 1.2% in Terra and only 0.8% in Umbra.

Publication output followed a steady downward pattern from Nova to Umbra. Nova produced around 47,000 high-impact publications, compared with 39,000 in Atlas and approximately 31,000 in Caelum. Veridia generated 25,000, despite its high level of investment, while the figures for Solara, Terra and Umbra were 20,000, roughly 14,000 and 10,000 respectively.

For patents, Veridia ranked first with 5,210 applications per million people, followed by Nova with 4,123. Atlas recorded 2,875, and Caelum and Solara had 1,988 and 1,542. Much lower rates were seen in Terra, at 876, and Umbra, at 457.

The dominant measure of a country's progress has long been economic growth, as quantified by Gross Domestic Product (GDP). Critics argue that this metric is fundamentally flawed because it fails to account for environmental degradation, social inequality, or the non-market value of well-being. Some propose that notions of ‘national success’ should be radically redefined around broader indicators of sustainable human flourishing.

To what extent do you agree that traditional economic measures of progress are obsolete and should be replaced? What might be the challenges in implementing such a paradigm shift?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Part 2 · Band 9 Sample Answer

Gross domestic product remains the default shorthand for national advancement, yet it measures the value of recorded production rather than the quality or durability of people’s lives. I therefore agree that equating progress with GDP growth is obsolete. Nevertheless, GDP itself should not be discarded; it should be demoted from the overriding objective to one component of a broader national scorecard.

The central defect of GDP is not that it measures economic activity inaccurately, but that conclusions are drawn from it that it cannot support. An economy may expand while median living standards stagnate, because the gains accrue mainly to a small minority. GDP also excludes unpaid care, leisure and community support, while counting expenditure on pollution-related illness or disaster reconstruction as positive output. A country that exhausts forests to increase exports may consequently appear more successful even though it has depleted the assets on which future prosperity depends. Indicators of health, educational attainment, economic security, ecological damage and life satisfaction would reveal these trade-offs.

Even so, replacing GDP with a single alternative would reproduce the same problem. Output matters: it influences employment, tax revenue and a government’s capacity to fund hospitals, infrastructure and environmental protection. Unlike many measures of well-being, GDP is also calculated regularly according to broadly standardised rules. The preferable model is therefore a dashboard in which economic output is assessed alongside its distribution and its social and environmental costs.

Implementing this shift would be difficult for several reasons. First, deciding what constitutes flourishing is inherently political. Governments may agree that health and sustainability matter but dispute the indicators, their relative weights and acceptable sacrifices between present and future welfare. Second, some variables, such as unpaid work or subjective well-being, are harder and more expensive to measure consistently across cultures. Third, leaders accustomed to announcing one growth figure may resist a framework that exposes poor performance elsewhere, while selective weighting could allow them to manipulate the final result. Businesses and international lenders would also need time to adapt to less familiar benchmarks.

Accordingly, reform should be gradual and transparent. Independent statistical agencies could publish a compact set of comparable measures covering income, inequality, health, education and environmental depletion, without combining them into one opaque score. GDP would remain visible, but governments would no longer be able to present growth alone as proof of success. This approach preserves a useful economic measure while redefining progress around whether prosperity is broadly shared and sustainable.

Part 2 · Band 8 Sample Answer

For decades, rising GDP has been treated as evidence that a nation is moving forward. However, the production of more goods and services does not necessarily mean that citizens are healthier, more secure or living in a sustainable environment. I largely agree that GDP should lose its position as the main measure of progress, although it should remain part of a wider system rather than disappear completely.

There are clear reasons for changing the present approach. GDP provides an overall estimate of economic activity but says nothing about how income is distributed. Strong growth may therefore exist alongside falling wages or severe poverty for a large section of society. It also overlooks unpaid activities, including caring for children or elderly relatives, even though these make a major contribution to national well-being. Environmental harm is another weakness. Mining, intensive logging and the clean-up after pollution can all add to economic output, while the loss of natural resources is not properly deducted. A broader assessment should consequently include health, education, inequality, personal security, carbon emissions and access to a clean environment.

Nevertheless, GDP is not useless. Governments need to know the size and direction of the economy when planning taxation, public spending and employment policy. It is also measured frequently and permits comparisons over time. For this reason, the most sensible reform would be to replace GDP as the dominant target, not to eliminate it as an economic statistic.

Several obstacles could slow this transition. The first is reaching agreement on which additional indicators deserve priority. One country may emphasise environmental protection, while another with widespread poverty may give greater weight to jobs and household income. Assigning numerical weights to health, freedom or happiness would also involve subjective choices. In addition, reliable social and environmental data can be costly to collect, especially in poorer countries, and international comparisons would be difficult if national methods differed.

Political resistance is equally important. A government may prefer a simple growth figure that shows immediate improvement to measures revealing long-term damage or unequal outcomes. New indicators could also be selected or weighted to produce a favourable picture. Independent data collection, common definitions and publication of the separate results would reduce this risk.

In conclusion, traditional measures are obsolete when used as a complete definition of progress, but GDP still provides valuable economic information. National success should instead be judged through a transparent collection of economic, social and environmental indicators, despite the practical and political challenges involved.

BAND 7

Part 2 · Band 7 Sample Answer

Economic growth has traditionally been used to judge whether a country is successful. Although GDP remains useful for measuring the amount of economic activity, it does not provide a complete picture of people’s lives. I therefore agree to a large extent that it should be replaced as the main measure of progress, but I do not believe that governments should stop using it altogether.

The main problem with GDP is that a higher figure does not always mean a better quality of life. For example, national income can rise while most of the extra wealth goes to a small group, leaving inequality unchanged or even worse. GDP also fails to measure unpaid work, such as parents caring for children, despite the value of this activity to society. Furthermore, economic growth may result from industries that damage rivers, forests or air quality. The cost of this damage is not clearly shown in the growth figure. Measures of health, education, housing, equality and environmental quality would give the public a more balanced understanding of national progress.

However, GDP should still be included in any new system. Economic output affects the number of jobs available and the amount of tax that governments can collect for public services. A country with good social goals but a weak economy may struggle to pay for hospitals, schools and transport. GDP is also easier to calculate and compare than ideas such as happiness. It should therefore become one indicator among several rather than being completely removed.

There would be important difficulties in making this change. Countries would first need to agree on the meaning of national well-being. Some might consider environmental protection the greatest priority, whereas others might focus on employment, safety or education. It would also be hard to decide how much importance to give each factor. If every country used different measures, international comparisons would become confusing.

Collecting accurate information presents another challenge. Data about income and production already exist in most countries, but measuring mental well-being, unpaid care or the condition of natural resources may require expensive surveys. Governments might also choose indicators that make their own record look better, which would reduce public trust.

Overall, GDP alone is an outdated measure of national success, but it is not an obsolete statistic. The best solution is a clear set of economic, social and environmental measures, developed through independent research and applied consistently over time.
