The diagram illustrates how waste produced by households is collected, separated and either recycled into new goods or sent for final disposal.

Overall, the process begins with the generation and collection of domestic refuse, after which sorting creates two distinct outcomes. Material that cannot be recycled is deposited in landfill, whereas recyclable waste is divided into four streams: paper, glass, metal and plastic. Each recoverable material undergoes a dedicated treatment before becoming a new product, with plastic requiring the most separate processing stages.

Initially, household waste is generated and then gathered during the collection stage. It is subsequently transported to a sorting facility, where recyclable items are separated from the remainder. The non-recyclable portion leaves the recovery process at this point and is taken directly to landfill for disposal. By contrast, suitable material continues along one of four parallel recycling routes according to its composition.

Paper waste is cleaned and converted into pulp, from which new paper products are manufactured. Glass follows a different route: it is crushed and melted before being made into new glass goods. Similarly, discarded metal is shredded and melted to produce new metal products. The plastic stream involves an additional stage compared with the other three. After being cleaned and shredded, plastic is melted and formed into pellets, which are then used to create new plastic products. Thus, all four recyclable streams share the same broad endpoint despite differences in their treatment.

The diagram outlines the stages involved in recycling waste generated by households, from its initial collection to the production of new items or its disposal in landfill.

Overall, household refuse is first collected and sorted into recyclable and non-recyclable material. Waste that is unsuitable for recovery is sent to landfill, while the recyclable portion is separated into paper, glass, metal and plastic. These four materials are processed differently, although every recycling route ends with the manufacture of new products. Plastic has a slightly longer route than the other materials.

At the beginning of the process, households generate waste, which is then removed through a collection system. The collected refuse is delivered to a sorting facility. Here, non-recyclable waste is identified and diverted to landfill disposal, bringing that branch of the process to an end. The remaining recyclable waste is classified into four material groups before further treatment takes place.

In the first route, paper is cleaned and pulped, after which it is made into new paper products. Glass waste is crushed and melted to create new glass goods. Metal is treated in a similar general way, although it is shredded rather than crushed before melting and production of new metal items. Plastic needs two main processing phases: cleaning and shredding are followed by melting and pelletising. The resulting material is finally manufactured into new plastic products.

Debate over transport spending is often framed as a choice between mass transit and roads for private cars. Supporters of road building emphasise flexibility and economic connectivity, whereas advocates of public transport point to its greater capacity and wider social benefits. Although roads remain indispensable, I believe that additional government investment should generally favour public transport, particularly in densely populated areas.

There are legitimate reasons to improve the road network. Cars provide door-to-door travel and are often the only practical option for people living in rural districts or working irregular hours. Roads also serve purposes far beyond personal motoring: ambulances, buses, tradespeople and freight vehicles all depend on them. A dangerous junction, deteriorating bridge or severe bottleneck can therefore justify substantial public expenditure. In growing towns, carefully targeted road links may open access to employment and prevent traffic from being funnelled through residential streets. From this perspective, neglecting roads would damage mobility and commerce even for citizens who do not own a car.

Nevertheless, continually expanding road capacity is a poor primary strategy for large urban areas. A new lane may initially shorten journeys, but easier driving can encourage more people to travel by car or live farther from work, eventually restoring congestion. High-quality rail and bus systems can move far more passengers through limited space while reducing the need for parking. They also give students, older people and lower-income workers reliable access to education, healthcare and jobs. Moreover, frequent services and integrated fares can persuade some motorists to leave their cars at home, improving air quality and making streets safer and quieter.

In my view, governments should maintain existing roads and fund specific improvements where there is clear evidence of a safety or access problem. However, most new transport funding in cities should be directed towards dependable buses, railways and convenient connections between them. Investment should include not only impressive new lines but also frequent services, accessible stations and sensible pricing; otherwise, the network will not attract regular users.

In conclusion, better roads are essential for rural travel, public services and freight, but extensive road expansion tends to offer only temporary relief from urban congestion. Prioritising well-designed public transportation, alongside selective road maintenance and upgrades, is therefore the more effective and inclusive policy.

Part 2 · Band 8 Sample Answer

Governments must decide how to divide limited transport budgets between public systems and roads used by private vehicles. Some people regard better roads as the greater priority because cars offer freedom and convenience. Others favour buses and rail services because they can carry large numbers of people efficiently. I believe public transportation should receive more investment overall, although essential road improvements should continue.

Those who support road building have several strong arguments. Private cars allow travellers to leave at any time and reach destinations that may not be served by a bus or train. This is especially important in villages and outer suburbs, where homes and workplaces are spread across wide areas. Better roads can also reduce accidents if unsafe intersections are redesigned and damaged surfaces are repaired. In addition, businesses rely on road networks to deliver goods, while emergency services need clear and dependable routes. Spending on roads can therefore benefit the wider economy rather than only individual motorists.

On the other hand, public transport is usually a more effective response to movement within crowded cities. A full bus or train carries many more people than the same amount of road space occupied by cars. If services are frequent, clean and reliable, commuters have a realistic alternative to driving, which can reduce both congestion and vehicle pollution. Public transportation is also fairer because it provides mobility to people who cannot afford a car, cannot drive, or are too young to do so. For example, a well-connected suburban bus network can allow workers to reach major employment areas without paying the considerable costs of car ownership.

My own view is that authorities should place the larger share of new investment into public transport in metropolitan areas. Funding should improve service frequency, route coverage and connections, rather than being spent only on major construction projects. Roads should still be maintained, and new ones may be needed in rural regions or around serious bottlenecks. However, building more urban roads alone is unlikely to solve congestion for long, since additional space often attracts additional traffic.

In conclusion, roads provide flexibility and remain vital for deliveries and less populated places. Even so, public transport offers greater capacity, broader access and environmental advantages, so it should normally be the main focus of future government spending.

Part 2 · Band 7 Sample Answer

There are different opinions about whether governments should spend more money on public transport or improve roads for private cars. Both forms of transport are necessary for daily life and economic activity. However, I believe that public transportation deserves more investment, especially in cities, while roads should still be repaired and improved where necessary.

People who support better roads often focus on the convenience of travelling by car. Drivers can choose when to leave, carry luggage and go directly to places that buses or trains may not reach. This is particularly useful in rural areas, where public transport services may be infrequent or unavailable. Good roads are also needed by delivery vehicles, emergency services and buses. Furthermore, repairing damaged surfaces and redesigning unsafe junctions can reduce the risk of accidents. For these reasons, road spending is important to both individuals and the economy.

However, investing in public transportation can benefit a much larger number of travellers. Trains and buses can carry many passengers at the same time, so they use limited urban space more efficiently than private cars. A reliable system may encourage commuters to drive less, which can help reduce traffic congestion and air pollution. Public transport also gives people without cars access to workplaces, schools and hospitals. This includes young people, older residents and families who cannot afford the costs of buying and maintaining a vehicle.

In my opinion, governments should first improve the quality of public transport in busy urban areas. Services need to be frequent, affordable and connected to the places where people actually need to travel. If a bus is unreliable or a station is too far away, most drivers will continue using their cars. At the same time, governments should maintain existing roads and construct new sections when a community lacks a safe route. This balanced approach is more practical than stopping all road development.

In conclusion, improved roads offer convenience and are essential in rural locations as well as for important services. Nevertheless, public transportation should receive a greater share of investment because it moves more people, supports those who do not drive and can reduce the negative effects of heavy urban traffic.
