The chart below illustrates the relationship between a country's annual per capita meat consumption and its per capita greenhouse gas emissions from agriculture, comparing data for eight nations in 2022.

Summarise the information by selecting and reporting the main features, and make comparisons where relevant.

Part 1 · Band 9 Sample Answer

The scatter plot compares eight countries in terms of average annual meat consumption per person and per capita greenhouse gas emissions from agriculture in 2022. Meat intake is measured in kilograms, while emissions are given in tonnes of carbon dioxide equivalent.

Overall, there was a strong positive association between the two variables: countries consuming more meat generally produced more agricultural emissions per person. Nations A and G occupied the opposite extremes, while Nation H was the clearest exception to the otherwise close relationship, recording relatively high emissions for its level of meat consumption.

Nation A had by far the highest meat intake, at approximately 110 kg per person, accompanied by emissions of about 4.8 tonnes. Nation B followed at just under 100 kg and slightly above 4 tonnes. The next two countries also conformed closely to the upward pattern: Nation C consumed around 85 kg and emitted 3.5 tonnes, compared with approximately 78 kg and 3.2 tonnes in Nation D.

At the lower end, Nation G recorded the smallest figures, at roughly 42 kg of meat and 1.8 tonnes of emissions per person. Nation F stood at about 51 kg and 2.2 tonnes, while Nation E registered approximately 65 kg and 2.7 tonnes. Nation H was unusual: despite consuming only around 58 kg, less than Nation E, it generated almost 3 tonnes of agricultural emissions, placing it above the general trend line.

The chart shows the relationship between annual meat consumption and agricultural greenhouse gas emissions per person across eight nations in 2022. The two measures are expressed in kilograms per person and tonnes of carbon dioxide equivalent per person respectively.

Overall, greater meat consumption was generally linked to higher emissions. Nation A had the highest values for both measures, whereas Nation G recorded the lowest. Most countries were situated fairly close to the trend line, although Nation H produced noticeably more emissions than might be expected from its meat consumption.

At the upper end, people in Nation A consumed about 110 kg of meat annually, and the country generated approximately 4.8 tonnes of agricultural emissions per capita. Nation B ranked second, with just under 100 kg and a little over 4 tonnes. Nations C and D occupied the middle-to-upper range. Their consumption figures were roughly 85 kg and 78 kg, while their emissions stood at about 3.5 and 3.2 tonnes.

The remaining countries generally had lower figures. Nation E consumed around 65 kg of meat per person and emitted 2.7 tonnes, compared with about 51 kg and 2.2 tonnes in Nation F. Nation G had the lowest consumption, at approximately 42 kg, together with emissions of only 1.8 tonnes. By contrast, Nation H emitted almost 3 tonnes despite consuming around 58 kg, so its emissions exceeded those of Nation E even though its meat intake was lower.

Most governments aim to achieve continuous economic growth. However, some people believe that this cannot be sustained because natural resources are limited and that continued growth can damage the environment and increase social inequality.

To what extent do you agree or disagree with this view?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Part 2 · Band 9 Sample Answer

Economic expansion is a central objective for most governments because it supports employment, public revenue and rising living standards. Nevertheless, critics argue that perpetual growth is impossible on a finite planet and tends to worsen both environmental damage and inequality. I largely agree when growth means continually increasing material production and consumption, although I do not believe that every form of economic progress is inherently unsustainable.

The environmental objection is compelling. Conventional growth requires greater quantities of energy, minerals, timber and land, while also producing more waste and greenhouse gases. Some resources can be recycled, but never with perfect efficiency, and renewable resources can still be exhausted when extraction exceeds their rate of recovery. Improvements in technology may reduce the amount of material needed for each product, yet these gains are often cancelled out as falling costs encourage people to consume more. A more efficient car, for example, offers limited environmental benefit if households consequently buy larger vehicles or travel much farther.

Continuous growth can also deepen inequality, though this outcome is not inevitable. The owners of scarce assets, technology and capital are often best placed to capture the additional wealth created, while low-income communities bear a disproportionate share of pollution, insecure work and rising housing costs. An economy may therefore expand on paper without improving the daily lives of much of its population. However, progressive taxation, accessible education, strong labour protections and universal public services can distribute the gains more fairly. Inequality reflects political choices as well as the pursuit of growth itself.

For this reason, governments should move away from treating gross domestic product as the overriding measure of success. Growth in resource-intensive industries should be constrained, while activities that improve welfare with a smaller physical footprint should be encouraged. Repair services, renewable energy, public transport, education and digital products can create employment and value without requiring the same level of new extraction. Product standards and producer responsibility can further establish a circular economy in which goods last longer and materials are recovered.

In conclusion, unlimited material growth cannot be maintained indefinitely, and pursuing it without environmental or social safeguards is damaging. I therefore substantially agree with the criticism. However, economies can continue to develop if governments redefine progress around human welfare, lower resource use and fairer distribution rather than ever-increasing consumption.

Part 2 · Band 8 Sample Answer

Governments commonly pursue economic growth in order to create jobs, increase tax income and improve living standards. Some people argue that growth cannot continue forever because resources are finite and its benefits and environmental costs are distributed unfairly. I agree to a large extent that the traditional model of continuous growth is unsustainable, although economic development can continue if its nature and measurement change.

Firstly, an expanding economy usually requires more raw materials and energy. Fossil fuels, minerals and land are limited, while excessive use of forests, water and fisheries can prevent these renewable resources from recovering. Growth also creates pollution and waste. Technology can make factories, homes and transport more efficient, but efficiency alone may not solve the problem. If products become cheaper to operate, consumers may simply buy more of them or use them more frequently. As a result, total resource consumption can continue to rise even when each individual product is greener.

Secondly, economic growth does not guarantee that prosperity will be shared. Highly skilled workers, investors and property owners may gain most from expansion, while poorer people face insecure employment and higher housing costs. They may also live closer to polluted industrial areas despite receiving few of the financial benefits. However, inequality is not an unavoidable result of growth. Governments can use progressive taxes, better public education, affordable healthcare and stronger employment rights to spread income and opportunity more widely.

In my view, the solution is not to freeze all economic activity. Instead, governments should limit environmentally harmful production and support sectors that improve quality of life with fewer physical resources. Renewable energy, public transport, healthcare, education and repair businesses can all generate employment. Companies can also be required to design durable products, reuse components and pay for the waste they create. Furthermore, national success should be judged using measures of health, environmental quality and income distribution alongside gross domestic product.

In conclusion, I largely agree that endless growth based on extraction and consumption is neither environmentally possible nor socially desirable. Nevertheless, cleaner and more inclusive forms of development can continue if policy focuses on well-being rather than growth for its own sake.

BAND 7

Part 2 · Band 7 Sample Answer

Governments normally seek continuous economic growth because a larger economy can create employment, raise incomes and fund public services. However, some people believe that endless growth is impossible in a world with limited resources and that it harms both the environment and social equality. I largely agree with this argument, although I think a different, less wasteful form of development could continue.

There are clear physical limits to the traditional model of growth. Producing more cars, buildings and consumer goods requires increasing quantities of fuel, metals, timber and water. Supplies of oil and many minerals cannot be replaced once they have been used. Renewable resources are not automatically safe either. Forests and fish populations can decline permanently if they are exploited faster than they recover. For this reason, an economy cannot depend forever on using more raw materials each year.

Environmental damage is another serious concern. Additional factories and transport may increase air pollution, carbon emissions and waste. Although cleaner machines can reduce the impact of each product, their benefit may be lost if total production keeps rising. Economic expansion can also be unfair. Company owners and investors may receive most of the new wealth, while low-paid workers experience little change in their living standards. In some growing cities, for example, wages may rise slowly while housing becomes much more expensive.

Nevertheless, stopping every kind of growth would create its own problems, particularly in poorer countries that still need better homes, hospitals and infrastructure. Governments should instead encourage activities that improve life without consuming large amounts of new material. Repairing goods, recycling components and producing renewable electricity can provide jobs while reducing waste. Taxes on pollution and resource extraction could discourage harmful production, and some of the revenue could fund education, healthcare and support for low-income households.

In conclusion, I agree to a great extent that endless growth based on greater extraction and consumption is unsustainable and can widen inequality. Future progress should therefore be measured not only by the size of the economy, but also by environmental protection and improvements in ordinary people’s lives.
